Conferences can create scheduling requirements for members that


minimize it, i.e., must play a certain # of conference games, plus a game with conference A, plus a game with conference B, plus ND periodically, etc. It might come down a school's choice to play a SEC game or G-level game, or FCS, etc.

Blocking a team (e.g. Clemson) from playing a particular school or conference might be viewed as punitive (especially if they recruit that area) and grounds to leave the conference without penalty.
