Expansion approved without the need of the votes of texas and oklahoma without their approval.
Hold Texas and Oklahoma till GOR is finalized in 2025, or allow them to leave early with payout.
Make sure the 4 schools are in before a net lose of members through any year.
Then. WVU makes a jump to ACC after successful big 12 conversion

Stage 1 Big 10 plus 4 14 members of the b12 Cincinnati, UCF Houston and BYU
Stage 2 UT and Oklahoma 12 members of the big 12
Stage 3 WV leaves and replaced (memphis? or South Fla?)
