Any changes made to the NCAA will still need to receive majority support
from its members. Depending on what the proposed change is that could mean only the FBS schools vote, only the FBS and FCS schools vote, the entire DI votes, or all 3 division levels vote. Basically, the "Constitutional Committee" can't operate in vacuum, but only bring proposals to the floor for a vote.
"Now that the working group has been assembled, it’s time for the committee to get going with proposals for the new-look NCAA. The “Constitutional Committee” has 23 members and is chaired by former Texas A&M President Robert Gates (also the former U.S. Secretary of Defense). Along with conference commissioners from the Ivy League, Old Dominion Athletic Conference, West Coast Conference, Atlantic Coast Conference and the Northeast-10, there are athletic directors from five institutions, seven college presidents and three current or former student-athletes."
Given that the ODAC and Northeast-10 are represented on this committee and neither is a DI conference, it appears all 3 division levels may have to vote on any proposals. At least it isn't clear if the committee will be bringing any division specific proposals to the floor. I suspect any changes that come from this will be similar to what we saw in 1971 when the NCAA decided to create the 3 division levels.
