WRT your first and second points, they may not fly because it
would expose the College Football Playoffs to potential violation of antitrust laws. The reason the 4 playoff bids are all at-large now is because it gives the College Football Playoffs a legal defense that no conference or group of conferences (i.e. power conferences) are given a systematic advantage. In theory, at the beginning of every season all 10 FBS conferences have an equal shot to have at least 1 representative in the Playoffs at the end of the season.
Plus, giving only the power conference champions the home field advantage in the Playoffs could be viewed as a form of constraint in trade particularly if at least 1 non-power conference champion is ranked ahead of any power conference champion. Now the College Football Playoffs could reward the 4 highest seeds with home field advantage, but it would have be regardless of conference affiliation. Likewise, if the College Football Playoffs is going to award any automatic bids, then it would have to be given to all 10 FBS conferences.
