I have to imagine the expansion committee is working behind the scenes to line up that date as well as start dates for new members. OU and texas leave on "x-day" and new teams join on "x-day+1." Granted, the lawyers will probably have more say than anyone on whatever x-day ends up actually being. But the Big 12 can announce Y and Z (and possibly W and X) Universities will be joining the Big 12 (eventually).
