It does in the sense that the Pac-12 teams don't have to feel
obligated to play an ACC team too in the years they are already scheduled to play Notre Dame because they are using Notre Dame to check off the ACC box. Now that assumes the 3 conferences are requiring their members to play so many conference games each season or within a period of time.
For example, Babcock could call up USC's AD to try to schedule either a neutral site game out west to return the favor for the game at FedEx Field or a home-home series. The AD could respond by saying, "We would love to play VT, but we already checked the ACC box by agreeing to a home-home series with Notre Dame prior to formation of the Alliance and we don't have room on our schedule to play a second P5 opponent."
Excluding Clemson, FSU, and maybe Miami, I think most Pac-12 schools would rather play Notre Dame than any of the remaining ACC schools. Right now Notre Dame probably has 6-7 games already decided on its future schedules (i.e. ACC games, Navy game, and USC game), so it could be interesting to see who Notre Dame gets to fill its remaining slots and how many of them are from the 2 other Alliance conferences.
