Good question - they many be using financial aid for some of them

Some may officially be walk-ons with financial aid. That's how some schools with big endowments that provide free tuition to all low-income students get around scholarship limits. The service academies also take advantage of that loophole, because all of their students are on full rides, whether they are athletes or not.
