Just make it the 6 highest-ranked champions and 2 at-large

There's no reason to cement in specific conference champions. Pretty much every year, 5 of the 6 highest-rated conference champions will be from the power 5. But if there is a really weird year where that doesn't happen, then it's only fair that other conferences get their champs in if they are higher ranked.
