...a max of two teams every other year. if they get two teams one year, they're limited to only one playoff team the following year.
If you wanted to extend this to independents, any specific independent team can only go every other year. If ND qualified three straight years, they can only go in year one and in year three. That would open it to a team like BYU to make the playoff if they are capable of making the "top-10," or it would open the playoff to a Wisconsin or Washington who might be the runner up in their conference.
That would spread the wealth, and more importantly it would spread college football across the nation.
