I think there actual guidelines of number and type of exposure and language


IIRC, you got a free top frontal nudity as long as it wasn't lingering and part of sex scene and maybe one F word and could remain PG. Back in the day, there was a wide gap between G and R.

I was thinking All The Right Moves with Tom Cruise may have been PG with some nudity, but I checked in IMDB, and it appears it was rated R.
