Your question is based on a completely flawed premise
You are asking if the company is putting returning to work ahead of stopping the transmission of the virus. That is a flawed question. The spread of the virus will not be stopped, it will continue to evolve and mutate just like the flu has for centuries.
The world can't stop living to try to stop a virus that has a .01% mortality rate, that is skewed completely to people in high risk categories that already have them at high risk of death from any virus. 99%+ of the population is at near zero risk of serious issues from infection.
Now we are being told that the vax are not effective, shocking.....
At some point we will stop the stupidity of thinking we can stop the virus from spreading and focus on protecting those at high risk and treating people that are infected and have significant symptoms.
