The lesser $ guy often loses because the Army found a loop hole and they can tie up the lesser $ guy into spending time on things that take away from their mission and cause big problems in the organization. In other words, if enough University Presidents go to Jim Phillips and say we would rather switch than fight the big $ guy, like it or not, the big $ will get their way eventually, the only question is when.
