Only for initial placement possibly. But after that, winning and losing

take care of everything. Teams should be able to keep 100% of their home gate. They can decide if they are promoted to the Top Tier if they want to invest in a stadium expansion. In fact, they can expand their stadium anytime they want.

In this year's Premier League, Manchester United (Old Trafford) is 74,140 is the largest. Fulham (Craven Cottage) is 19,359 is the smallest. Keep in mind, many tier 2 teams have large stadiums and draw big crowds. Brentford was just promoted into the PL for the first time ever for next season: their stadium holds 17k--there are three stadiums in tier FOUR that are bigger than that. There are many stadiums in tier 2 that have over 30k.
