The problem is that college football relies on recruiting

The promotion and relegation system works at the pro level because they are all paid and good players can be locked up for years with contracts.

The risk at the college level is that it might hurt recruiting for the relegated teams and that could bury them for years. It’s a big risk to take for teams that are currently at the highest level.
