Basically, yes. Although the clubs were going to continue to play in their

respective leagues though. But there was no promotion and relegation. The fans rebelled against it and it was stopped before it even got off the ground. I may have some of the details wrong, but I think that's how it went down.

It would be like the 12 or so bluebloods of college football getting together to form an additional league during the season to play on Wednesdays.
