Oklahoma and Texas can't just come out and say they are bailing out early for fear that would be used against them in litigation.

They will wait to see how the scramble goes, who else in the Big 12 finds landing spots, etc., and negotiate an early release, just like others have done in the past. They know they are stuck for 2021-22 at minimum so they have time to work a deal.
