Makes the play


by the catcher that more egregious. If the play was not close anyway the catcher has no reason to give the ump a reason to make the call. If on the other hand the play is going to be close the risk/reward dynamic changes and the obstruction call risk may very well be worth it. I believe the rule is poorly designed.
