Stanford coaches can bring in athletes from low income families as


preferred walk-ons. The university pays their free ride as part of the free-ride program that they have for all low income students at the university. This then leaves the team the ability to use the solarships on other athletes they want for the team that come from more affluent families.

The Ivies play this game (to get around their "no athletic scholarships policy", as do schools with huge endowments like Duke and Stanford. This is how the Ivies can often outperform in Olympic sports.
