I don't see the ACC doing this...
I view the ND deal as the one and only outlier. ND was/is a lifelong independent football school, who build their reputation on independence and a national schedule. The ACC gets plenty of value from them - nearly half of their schedule (5 of 12 games annually) are against ACC teams. Their presence enhances the ACC TV package and the ACC Bowl Lineup. And... there is some agreement with the Orange Bowl that should ND make the CFP Bowls, but not the playoffs, they play in the Orange Bowl against yet another ACC team. ND keeps their NBC deal, does not share ACC football revenue and does not qualify for the ACCCG.
While Texas is a big boy program... IMHO they do not carry the same "heft" as ND. They have been in conferences forever. I can't see a scenario that would benefit the ACC enough to allow Texas in the conference, allow them to qualify for the ACCCG and share TV money, and still keep the LHN. And if Texas wants to try independence... ACC teams don't need another 5 games annually deal for OOC scheduling. Teams with SEC rivals already have trouble fitting in ND with their rival plus the independent OOC deals they want to make.
Honestly, I don't see Texas in the ACC unless there is some big push among all conferences (B1G and SEC included) to get more than 16 members. What ails the ACC is not solved by adding Texas. The ACC needs the existing members to step it up - sink or swim.
