If you think the G5s "need" their own playoffs, then there's nothing

stopping you from forming your own private company with the G5s (aka College Playoff, Inc.), applying for certification with the NCAA, and coming up the money to pay the G5s for agreeing to participate in your tournament. Good luck convincing the G5s to agree to give up their stake in the College Playoff, Inc., which they formed with the P5s, to go into business with you.

If that doesn't float your boat, then the only other option is to convince the NCAA to change its bylaws so the College Playoffs, Inc. can sponsor 2 tournaments and then convince the College Playoffs, Inc. to sponsor a second tournament.
