I don't believe that at all
Texas is not going to send its teams to Michigan and New Jersey.
In my view, it may end up being the SEC for Texas, perhaps the Big Ten for Oklahoma and Kansas.
It is possible that both end up in the SEC.
Wouldn't that tip the imbalance even further?
Or, it may well be that they both stay in the Big 12 and the pressure increases to disband the ACC and distribute its assets.
I don't see any real objective reason to expect that Texas will end up in the ACC, either in full or in a "Notre Dame deal".
Texas can either remain king in the Big 12 or cash in for the biggest possible payout in the SEC.
Why would it go to the Big Ten or the ACC instead?
