1- money has to be committed
2- flow of that money has to be established
3- money has to go to work
4- there is an implementation time
5- It can't expire in 8 years

Staff, hires, space etc should be first as that probably produces the quickest results and even with a good start, this thing will fizzle if the donors don't see incremental results.

So what is your guess, when does this money show up in results?

I wonder if anyone now in the Old Guard (graduated at least 50 years ago for you newbies) will live to see the planned higher level of operations this is aiming for.
