It's a necessary but not sufficient condition
That press conference everyone hated a couple months ago, Babcock made the point that VT was like 11th in spending but 4th in the conference. Even in Beamer's best years, the coaching staff for a while was well-funded but the program as a whole was never a gigantic spender. Point is with great coaching you can somewhat overachieve, but even a HOF staff can only take you so far.
Programs like Tennessee can underperform with bad coaching hires, but having the financial infrastructure means they're basically just 1 coaching hire away from becoming at least a divisional contender again. Same thing happened with Michigan for years before Harbaugh got there. But if you underperform AND lack the right foundational support, that's how you get mired in a slow-motion death spiral that's very difficult to break out.
