The concept is to still consider

Let's say you have 4 quads each of 4 or 5 teams.

For simplicity, call the quads: A, B, C D. Without worrying about the specific teams:

Let's say VT is in Quad A with UVA, UNC, DUKE, CLEMSON
Let's say FSU is in Quad B with MIAMI, NCSU WF, GT
Let's say ND is in Quad C with PITT, SYR, BC, LOUISVILLE
Let's say TEXAS is in Quad D with BAYLOR, HOUSTON, OKSU, KANSAS

You play everyone in your Quad every year, and you play a dedicated rival from another quad each year (if they are already on the schedule, you substitute with your secondary rival, which could be Miami)

Year 1 VT Schedule: UVA, UNC, DUKE, CLEMSON + BC + FSU, MIAMI, NCSU WF, GT
Year 2 VT Schedule: UVA, UNC, DUKE, CLEMSON + BC + TX, BAYLOR, HOUSTON, OKSU, KANSAS.
Year 3 VT Schedule: UVA, UNC, DUKE, CLEMSON + MIAMI + ND, PITT, SYR, BC, LOUISVILLE

Now VT plays 5 fixed local rivalry games each year, plus your secondary rival (Miami) 2/3 years. Each team gets scheduled no more than every 3 years!

Divisions would be Quad A and Quad B verse Quad C and Quad D in a single year, and just rotate accordingly.

If the Quads were 4 teams each, it's the same concept just means 8 conference games instead of 10 but you could have 2 dedicated cross over rivals and have 9 conference games each year.

This to me, makes way too much sense.
