Provo is not really closer to the heart of the Big 12 than Morgantown

And it's in the wrong direction, because there are practical advantages to traveling to the east versus the west (i.e., if Texas flies home from Morgantown, the time zone change works in its favor; if WVU flies home from Austin, the change works against).

Putting politics and geography aside and looking purely at the athletics pedigree, BYU would be an excellent choice for conference expansion. Historically, BYU had been a stronger program than Utah until the Utes got into the Pac 12. Historically, BYU was a much stronger program than TCU but Texas politics and the Fort Worth location were obviously a difference for the Big 12.
