I don't think ND is the reason...
ND helps the ACC much more than it hurts the conference in football.
1) ACC gets an average of 2.5 home games with ND every season. That brings value to the football conference - especially showcase games like Clemson/ND this year (and big games with Clemson and FSU and Miami to a lesser degree in the past). ND will be part of the ACC's Labor Day kickoff game a couple times, including in Blacksburg. All of this makes the ACC inventory better to TV networks before even considering the in-conference games.
2) Bowl alliances are improved due the ND's inclusion.
3) ACC Teams also average 2.5 games a year on NBC's "ND Saturday" broadcasts.
There is no way ND would schedule 5 games/year with ACC teams without the conference tie-in. Prior to joining the ACC, ND might have 1 game with ACC at best.
The ACC with thrive or crash based on the 14 teams in the football conference. We need our historic programs to step back up and all teams to go all in for football. When Miami/FSU, Clemson/FSU, VT/Miami start becoming national events again... the ACC will be fine.
