Let's assume that VT decides not to submit a bid to host a region


does that mean that VT probably won't end up with a #1 seed even the NCAA Committee believes VT is one of the Top 16 teams in this years Tournament? Is it even possible for the NCAA Committee to award a #1 seed to a team even if it doesn't host a region? Ultimately, I am wondering how much of an advantage does a #1 seed receive by hosting a region vs. how much of a disadvantage would a #1 seed be in if a lower seed hosted the region.
