It would look like a one-time transfer for whoever wanted it. Done deal. You need to make a move based on whatever your circumstances are so you get a one-time pass.
Grad transfers also get a waiver. Mainly because you have schools who (like Wofford and Storm Murphy) dont have graduate programs, so they need a place to play while finishing out their eligibility. They shouldnt be punished for graduating, but rather applauded for doing so.
Any other transfers, no matter the case, should sit for a year. If its your 2nd or 3rd or whatever transfer, then you arent being hurt by sitting ruining your NBA clock, as anyone who transfers twice wont be getting drafted in the first round.
The best thing this does is it takes it out of the NCAAs hands to arbitrate who gets what waiver. It is very clear, if its your first transfer youre eligible. If you graduate, youre eligible. If its your 2nd+ transfer, you sit. Very simple. You dont have to wait all summer to figure out who will be eligible and wait on a slow process by the NCAA to get a waiver
