If you look at the NCAA Tournaments since 2000, then it appears


the American East has about as many #13/14 seeds as it does #15/16 seeds. I believe Hofstra, which is now in the CAA, and Vermont received the bulk (maybe all) of the #13 and #14 seeds. Now that likely means the American East still falls on the low end of the pecking order as you suggested. Then again, the American may not be as bad as you suggested and it is closer to the middle of the Mid-Major pack.
