His job isn't to maintain a twitter account. That is supposed to be done by someone very junior.

However, since the layoffs, there hasn't been enough bodies to do everything that needs to be done so people are having to do a lot with pay reductions. Once he is able to staff his department again with warm bodies, the twitter account will be manned by someone else while he does the things that he was hired to do.
