"Vick Effect" only applies to undergrads, who mean nothing for prestige
Academic prestige at a university like VT is all about research. The number of undergrads they churn out in a given year is nowhere near the top of the priority list. Really the most useful thing about having a higher undergrad enrollment is it means you get more students who are worth a damn for post-grad research, who are a pretty small percentage of the overall enrollment.
For all the dollars and hours of effort that goes into improving the undergrad experience, there's probably 5x as much that goes into figuring out how to get more grants, more partnerships, etc. One can argue that it shouldn't be this way, but it's the way that it is.
