I would hope that adults would be willing to comply, but don't have....

much faith they will, which will delay getting back to any sense of normalcy. I assume baseball attendance will continue to be capped at 800. VT could have allowed 1000 into Spring game, but apparently didn't choose to make the effort to specify the 1000 fans allowed.
