If the goal is to create a 6th power conference, then 10 members
would be easier to manage from a scheduling standpoint. In football, everyone would play 9 conference games and not have to worry about at least 1 time having to schedule an OOC game each week. Whereas, an 11 member conference will have to deal with that problem since the maximum number of conference games would only be 5 (10 schools with a remainder of 1).
Now if the goal of having 11 members in a conference is to have the maximum number of participating schools, then might as well have every conference increase (and cap) at 12 members. In football, 12 members won't be an issue if the conferences structure the divisions to eliminate the need for protected cross-division games. The 6 schools in the other division could be divided up into 2 groups of 3 that rotate every 2 years. If a conference implements that scheduling strategy, then you can play every team in the other division home and away in 4 years. Plus, the conferences could still have their CCG too.
