What are the ACCT rules (granted, an unusual season)??

Do the schools place the wrestlers they want?? Example, VT's Smith is the 197 in all the ACC duals. Can Smeltzer be the ACCT entry at 197....granted as the #6 seed?? What if Smith is injured, same?? TIA
