"The OOC games will not penalize you" = NFL pre-season

If OOC games don't count, just get rid of them.
It won't take coaches long to figure that these will be games to rest started and fans will be equally disinterested.

If there are at-large positions available, then that's a different story. But you can't have a CFP with exclusively automatic bids and still have a legit OOC schedule.
