If you want college football parity, cut scholarships to 65
The NCAA forces parity in other sports using scholarship limits, men's water polo being the most extreme example with 4.5 equivalents for usually a 20ish man roster to prevent Cal, USC, UCLA, and Stanford from getting the top 80 players and slaughtering everyone else mercilessly.
You can field a team with 65 full scholarships or go to an equivalents model. FBS uses headcount. I believe FCS currently has a 63 equivalent limit (partial scholarships are allowed). D2 has 35 equivalents.
