You're right, NFL has de-valued the RB position. But Grassroots was asking about top RBs, and not the entire Draft.

Some guesses:

1) Herbert wasn't a top prospect/name to start 2020
2) He built some momentum, and then got injured during Liberty (so the Mock Drafts cooled on him)
3) Took a few games to re-gain that momentum & visibility
4) He isn't a Combine Freak --- he has good speed, but not great.
