If the coach is the biggest issue, fire him.
Your plan keeps him in place and completely undermines him. It creates more uncertainty and even worse recruiting outcomes (if that’s even possible). It would be a complete disaster. If you want him gone, fire him. Otherwise, be patient, get behind him, and support his efforts to correct the program. Those are the choices for the AD.
