There was some great songwriting in those 70s folk/country/soft rock genre. I've gone down that youtube rabbit hole more than once after a few beers late on a Saturday night.

So I'll vote for Stephen Bishop, who by the way spells his first name the correct traditional way dating back to the Bible, with a ph and not a v, not as it was misspelled in the original post.

He was also in Animal House.

So he takes a ladder
Steals the stars from the sky
Puts on Sinatra and starts to cry
