I am not sure the ACC is willing to open that Pandora's box

If the ACC teams start to play more OOC games against other ACC teams, then it will increase the risk that the ACC will not be able to fill all of its bowl tie-ins. Why risk reducing the ACC's bowl payout to increase the number of OOC games between ACC teams? From a content standpoint, the ACCN will still have plenty of "content" from the OOC (money) games. Instead of filling a time slot with VT vs. NC State OOC game, the ACCN will have double the content; VT vs. a non-ACC opponent and NC State vs. a non-ACC opponent.
