Mid level programs occasionally rise to the occasion and beat upper echelon teams (see VT going on the road to beat eventual national champions Ohio State). But they also are just as apt to lose to similarly mediocre teams like Wake Forest. To be consistent, a team needs a full contingent of elite coaches, the best facilities and elite recruits. All of those things cost money.
