Option 2 because the ACC could adopt this scheduling format


6 divisional games
1 protected cross-division game
3 rotating cross-division games (remaining 6 teams in the other division divided up into 2 groups of 3 that rotate every 2 years).

A conference with 16 or more members seems more like a confederation than a conference to me regardless whether a conference has permanent divisions or rotating quads/pods. If the ACC decided to expand to 16 (or more) members, then I could see a group of schools eventually deciding to break off to form their own conference. It happened to the WAC in the late 90s when the 8 schools left to form the Mountain West. A more recent example is the Big East divorce when the football schools were kicked out of the conference. At least 1 riff existed in both the WAC and Big East which grew large enough to trigger what transpired. A case could be made that the ACC may have at least 1 small one now. Some possibilities include: basketball vs. football, academics vs. athletics, the amount of time it took to launch the ACCN, or the payout of the current media contract with ESPN. It is possible any one of these or some combination could create a riff large enough to cause the ACC to go thrown its own divorce in the future.
