There doesn't seem to be much thought or logic put into that mandate......


What if an outdoor gathering covers a 2 square mile area? You could fit way more than a 1,000 people into that area and they wouldn't even be able see each other. Seems like a gathering mandate should be based on the resulting density of people. Just the logical engineer in me coming out.
