If a school is looking to reduce its expenses, then Title IX gives the school the green light to reduce the number of men's sports and treat the cutting of a women's program as a last resort. Remember schools can satisfy Title IX requirements a number of different ways. One of those ways is the ratio of men:women students. If a school's ratio is 35:65, then 65% of sports a school sponsors needs to be women's programs. It is possible that was one of the factors Minnesota considered when making its decision.
