Unfortunately, most schools would probably disagree with your application

of Title IX within an athletic department. At least it seems that most schools have interpreted Title IX that it is "better" for the school to have wiggle room on the number of women's sports they sponsor. If a school is looking to reduce its expenses, then Title IX gives the school the green light to reduce the number of men's sports and treat the cutting of a women's program as a last resort. Remember schools can satisfy Title IX requirements a number of different ways. One of those ways is the ratio of men:women students. If a school's ratio is 35:65, then 65% of sports a school sponsors needs to be women's programs. It is possible that was one of the factors Minnesota considered when making its decision.
