Drill holes through the top of the stump and then drill some diagnonally ..
down so that there is an intersection between the holes. I would use at least a 1" boring bit for the holes. Then you fill the holes with kerosene and let it soak in for an hour or two. Repeat. Then fill it with kerosene a third time and fire it up.
I dug down as far as I could around the stump and there is already a 5 foot radius of dirt/mud around the stump so I don't really have to worry about embers. The problem is that it will burn for 45-50 minutes and then go out and I have to add more kerosene and go again. It is a very slow process. I probably have the stump down to about 75% of the original size so I am going to take the faster approach this weekend.
