They said:
1) Lowest # of new cases recorded during the recent period
but
2) Total # of cases still rising
Seems absolutely clear.
I mean, it does require a basic understanding of numbers to understand. Like if a politician says that they will lower the budget deficit from $2 gazillion to $1 gazillion next year. But the overall national debt will still go up by $1 gazillion next year even if he succeeds. I'm sure a lot of folks aren't savvy enough to comprehend that distinction (lower [but still > 0] deficit still means higher total debt). But that doesn't make it any less true.
