How does smoking factor into "safest"?

I guess I get alcohol since that could increase drunk drivers and some other things. But are smokers typically violent or cause accidents? I mean, I get that it affects health in a major way, but crime/safety? I've never heard anyone say, "It's so much safer around here now that we have fewer smokers."
