At a PAC12 Press Conference Today, Larry Scott was asked about starting

He announced a rapid testing program for the PAC12 that he called a game changer that will speed up the return of sports competition in the PAC12. But he said that in California and Oregon the governors of both have banned any practice. So half of the conference is prohibited right now from even having a practice.
