Two 4-team pods and two 3-team pods can and should be done right now....

if it's legal. There would still be two divisions, but the members would change regularly.

Just rotate the three pod to the other division every (or every other) year.

Protect certain rivalries with in the crossover schedule and rotate through the rest.

Teams would see each other a LOT more. All rivalries would be played. And it would be fare more interesting.
