criteria, in my opinion. In terms of ranking those criteria I think the conflict of interest criteria should be #4 and the differentiator when deciding between two equivalent candidates. I don't think the pool of candidates should be restricted by a past affiliation, even in light of past issues of conflict of interest. I think any potential conflict of interest concerns could be mitigated were the conference to consider some other checks and balances on the powers of the commissioner.
